The Nigerian Institute for Oceanography and Marine Research (NIOMR), was created from the Marine Research Division of the Federal Department of Fisheries by the Research Institutes Establishment Order (1975) with effect from 1st November, 1975.
By this Order, the assets, properties and rights held in respect of the Oceanographic and Marine Research functions of the Federal Department of Fisheries were vested in the Institute.

Mandate
NIOMR's statutory research responsibilities includes:
Genetic improvement of marine and brackish water living
resources in Nigeria bracket and marina waters.
Studies of abundance, distribution and
biology of aquatic resources in Nigeria brackish and marine waters.
Establishment of the
physical and chemical characteristics of Nigerian territorial waters.
Determination of the effects of pollution of Nigerian Coastal waters and
its prevention.
Extension Research and Liaison Services in areas of her mandate.
She also has a non -research function
to provide vocational training in Fisheries, Oceanography and
Aquaculture.
FACILITIES AND RESOURCES
In addition to the headquarters complex and
the outstations, NIOMR facilities include:
Fish Technology/oceanography annexes
A marine shrimp hatchery
Five laboratories which includes (Fisheries, Fish Technology, Fishing Technology, Physical/Chemical Oceanography, Marine Geology/Geophysics) and a Jetty.

Marine fabrication and maintenance workshop
A pilot plant for fish canning
A fish meal plant and
Facility for the production of floating feed at Badore Fish Farm

Buguma outstation
was established for research and training in brackish
water
aquaculture.
Aluu: The African Regional Aquaculture
Center (ARAC), Aluu, Port
Harcourt, Rivers State was established to
provide training in
Aquaculture Technology
up to post-graduate level. The center is affiliated to the Rivers State
University of Science and Technology, Port Harcourt for the award
of
post graduate Diploma and Masters of Technology degree in
Aquaculture.
Sapele outstation:
This is situated in Delta state to address both
brackish
and fresh water fishery issues.
Badore fish farm is
used as a demonstration and experimental farm.
It has a
number of earthen ponds whose primary source of water is the
Lagos Lagoon.Currently, a
fish disease laboratory centre, fish feed
and fish meal production-facilities are being established at the
Badore fish farm.
